Protect Student Access to OSAP

CFUW Ontario Council urges Premier Ford to halt OSAP grant cuts and protect equitable postsecondary education.

Halt the Abrupt OSAP Change and Phase It In Gradually: Rescind the immediate implementation of the 25/75 grant-to-loan cap scheduled for Fall 2026, replacing it with a phased, graduated transition that shields lower- and middle-income families from sudden financial distress.

The province's $6.4-billion investment and new tuition framework are welcome — but OSAP's looming grant-to-loan restructuring threatens equitable access to higher education starting in 2026–2027. CFUW Ontario Council is urging government to rescind the changes, consult with those affected, and phase in any transition gradually. See what's at stake, and how you can act.

WHAT WE'RE ASKING THE PROVINCE

Our position

01

Halt the Abrupt OSAP Change and Phase It In Gradually: Rescind the immediate implementation of the 25/75 grant-to-loan cap scheduled for Fall 2026, replacing it with a phased, graduated transition that shields lower- and middle-income families from sudden financial distress.

02

Establish Formal Consultations: Open structured dialogue with student associations, equity-seeking organizations, and community advocates on the design of student financial aid.

03

Protect Professional and Healthcare Pathways: Keep targeted grant frameworks intact for high-demand, high-cost fields such as healthcare and medicine, so that entry is not determined by family wealth.
